I can't seen to find any staffs later in game with the same sort of +healing that the Chanter's Staff has, which means that all the way through the game, I've got Anders using a Act1.
Evolving or ugraded version please?

In my sig you can edit the properties of items
if you have the game for the 360 it will be easier since you can use a program called FirstBlight

both 360 and PC (no PS3 since Sony encrypts their saves)
And only if be evolving you mean the effect "Improves with Level Up"
Or you can make it evolve by you upgrading it manually whenever you want.
Just swap one of the effects for whatever one you want (including "Improves with Level Up")

That method is a save game edit, meaning you have to have the item already before you can mod it, and its just from that save on.
I can add this staff to the list for my next group of item mods.
