Cannot seem to use bombs on the PC version.  Double clicking or dragging
to a hand doesn't seem to allow me to use a tar bomb.  Is there some
attribute needed that I don't have?

You have to drag it to your skill bar, then when you are in battle you will be able to select it and click where you want to throw it.
