I think you're right. I look at the base damage and its element to determine if I use a staff or not.
Just being fire means that staff won't get much if any use after you pick it up.

Yep, its even worse if you have something with "enemies drop better equipment".
Is there a hard level cap in DA2? I kinda want to use the console to cheat and play the entire game at the level cap.

+damage is on the back end of basic attacks but will mod that type of spell damage directly before ccc modifiers and damage increase percentages.
