Well...I don't know a number was given.  According to Karl, it had been happening a long time, but had been increasing in frequency, which is when Hawke stepped in.

That wasn't the Tranquil Solution. That was Meredith being a ****. The Tranquil Solution was Alrik's plan to tranquilize every single mage.

That was the Tranquil Solution.  Read Ser Alrik's letter again.  Meredith did not authorize it.  Ser Alrik proposed it, Meredith and the Divine refused it.  Ser Alrik continued to do it on his own, until Hawke stopped him.
