Because gathering money to protect my sister gives the plot a bit more urgency. That Hawke manages to raise the money, goes on the expedition, but still loses the sister she was trying to protect also resonates with the ending where Hawke attempts to save Kirkwall but fails.

Carver, on the other hand, constantly complained about his mage sister and the 'her templars.' He doesn't seem to do anything as a character other than be resentful.
I thought he would be a pain, but I have to admit, I really like the dynamic he has with my character. He complains, but he also doesn't hesistate to defend me at times. If you bring him with you when you recruit Fenris, he'll say (paraphrased), "You have a problem with my sister, you have a problem with me!" It's kind of sweet.
