So I know that you can only cast spells up to a level based on your wisdom score, ie 14=level 4 spells.  But do item bonuses factor into this?  Lets say a +1 ring so my wisdom is 15 will I be able to cast lv 5 spells?

Yes, though sometimes you may have to rememorize spells that you get from that extra item Wis after area transitions.
