Is this then the best staff in the game? Reason I ask is based on that table INI made on resistances. Physical is not even listed as being resistable on the tables. This staff also has the ability of ignoring enemy armor, meaning that warriors or anyone wearing armor isn't going to resist the damage either. So does this in fact mean that the staff has 100% damage vs everyone and everything or am I missing something here?

does anyone know? Wouldn't that make this staff the most uber, at least in act 1?

Only in Act 1, really. It seems to get outclassed later by other spirit/physical staves, particularly since your spell damage is directly scaled to the base damage of the staff.
