I just played a bit of DA: Legends today and unlocked Evra's Might, Evra's Trophy Belt, and Dura's Blue Flame. However, when I tried to access these items from my special deliveries chest on my three characters who have already claimed other promo items from the special deliveries chest, I can't interact with the chest now. I see the golden quest arrow, but the chest can't be clicked on and autoloot® doesn't work. Can't access the chest at Gamlen's House in Act I, nor can I interact with the chest in Hawke's Hightown estate.
I can get all of my promo items at once if I start a new character and play up to Gamlen's House, though, so I wonder if the bug has something to do with trying to interact with the chest more than once per playthrough? Anyone else have this issue?
Okay, I know that the Legends items aren't that useful compared to what I can buy/find in Act III, since I've already finished the game on these characters, but it's the principle of the thing. xD

Dunno... I loaded my post-game save and got the items.
Suppose you haven't added mods to the game, have you? If so, try removing them.

When I unlocked Dura's Blue Flame, I also found that I couldn't get it from the Special Deliveries chest.
I just had to leave the estate and return to it for the chest to be clickable, though.
