I go with Bethany of the Grey, mostly for headcanon/roleplaying/fanfic reasons.
First off, the way I RP my Hawke, there's simply no way she'd just stand aside and let Cullen take her little sister into what is fast becoming a concentration camp. There's no way that encounter ends without her butchering Cullen and his unit like cattle, before storming the Gallows, ripping off Meredith's head and using it as a chamberpot. She's a woman who's defined herself largely by her commitment to her family and her stubborn refusal to give in to long odds, so yeah, she's not giving up Bethany to the Templars, no matter how many of the plate-armoured bullies she has to decapitate, mutilate, disembowel, and otherwise do horrible things to.
Secondly, she brings Bethany along to the Deep Roads because she respects her desire to do so, and recognizes that her sister is capable of making choices for herself. Bethany's been denied her agency for too long simply by virtue of being an apostate mage, so Hawke tries to offer her that opportunity to decide for herself.
Third, as a Warden, she serves as a nice little connection between Hawke and the Hero of Ferelden for if I want to do any crossover fics. It also gives me an opportunity to examine Ferelden in closer detail in the time period between Origins and Inquisition.
