How do you set up the tactics so that - for example - if Merill's health is less than 25%, she deactivates "Blood of The First," then uses a potion, and then reactivates "Blood of The First" in that order?

#2. self: hp <25% Use item Health poultice
#3. self: hp >75% Activate Blood of the first
Understand that you need to set your heal on the other mages in your party to ally <25% as well otherwise it will be a waste. Or set up individual heal priority individually for each person in the group.
