The world is at the brink of war. The circles are lost, and the chantry is broken. There are TWO places in Thedas that could be the main participants of the war:
Tevinter is my first bet. It's ruled by mages, where else would the mages go to seek refuge? Plus it has immense power. Now who else would rival this? Oralis! Why? It is the heart of the Chantry, it is there that the Chantry holds the most power. Now put two of these nations in the current situation and BOOM...you have World War in Thedas.

These two nations are so different I doubt we'll see both of them in one game.
Also, they both need a distinctive look (architecture), which would take too much development time.
Then again, wasn't Tevinter architecture already shown in DAO?
