Were they really supposed to double as melee weapons at first? I heard this somwhere, and am wondering if it were true, why would it be cut?

Mages can attack enemies in melee with their staves, so yes they can double as melee weapons. Not very good ones mind, but there you go.

run up to a guy and you'll be hitting him with it in melee
my mage melee'd all the time

They probably saw the knife on the end of the Staff of Parlathan and some others and assumed.
But we all know that only exists to make stabbing yourself look cool.
