I headed in to the 'A Bitter Pill' task without Fenris. When I freed the female slave, I experienced a conversation with Fenris, even though he was not there.

Then final conversation that completes the mission will not initiate if he's not in your party though.
What you need to do is to use the dev console to add him manually before you complete the quest.
If you don't know how to set it up follow:
http://www.gamefront...console-cheats/
type in " runscript zz_dae_debug " and choose to add Fenris.
