Tapster's Tavern Becomes Unavailable

I have come across a situation while playing through Dragon Age Origins.  I'm attempting to do as many of the side quests as I can before proceeding to the main quests, however I have found that a number of side quests require me to go into Redcliffe.  Once there, unless I let the village be taken, I can't leave, so I stay through the Village Under Siege is complete, then leave before going into the castle.  Subsequent to that, I have found, by traveling to Orzammar, that the Tapster's Tavern is no longer interactive.  I attempted to see if I could reactive it by taking the prince's side in the dispute (which requires the warden to seek out Lord Helmi in the tavern) but that didn't help.  Basically this leaves me with no alternative but to take the other side in the dispute.

Is this situation intended in the game, is it necessary to do the Orzammar main quest before any of the others?

Is this a bug, and if so is there a work around?

My apologies if this has already been asked and answered, but I couldn't find a forum search function and really couldn't stand the thought of paging through 25000 posts to find out.  A general websearch of Tapster's, Lord Helmi and the prince's first quest turned up a couple of possible references to this issue, but with no real information.
