Given the actings of the Arishok are the only info we have on this character, and it's kind of an official source, he acted exactly like he would, no? :|

Of course he acted like Bioware stated he "ought" to act - I can never argue that.
However - it has at least been suggested that the Qunari are a controlled, rational (perhaps too rational) people. Everything fits "in its place".
Then - we have a Qunari that sits idle for 3 years - and then throws a temper tantrum. Most importantly - it is given no real significant answer than: "I'm fed up!" Well - okay, you're fed up so you're going to betray "The Qun"?
Honestly - is there only one copy of this holy text? I understand that he lost it - it was his duty to retrieve it, and in the end, his failure made him fail even more (failure is a HUGE theme in DA: 2)
But none of it is ever explained or developed.

My own interpretation of "savage beasts, barely contained by an overly strict totalitarian belief system, that will always come crashing down, because they're at heart still beasts" holds up to all the evidence we have so far, pretty well 
Given the situation, and that hawke has no motivation to get to know them better, but all the motivation to stay the hell away, it's kind of hard to give us more character development on the Arishok, without beating the dead "you alone are worthy, so hear me rambling" horse even more.

It is clear that despite all they said about wanting to make Kirkwall feel like your home, Bioware has failed utterly on this point. Otherwise there wouldn't be so many people who think they'd be perfectly okay with foreign entities coming into their home, squat, and then tries to forcibly dictate how they should live, unless they don't identify with the place at all.

Even if hawke is no mage herself, has lost her sister, and doesn't care for Anders/Merill - after Shepherding the wolves, Hawke as witnessed solid proof that Qunari are the omnicidal kind of bad**** insane.
That is to say - the exact same thing, that makes the Qun *interesting* in the first place, is the very thing that would keep any sane character on a distance.

I honestly liked Viscount Dumar. He seemed like one of the only two authority figures helping keep the peace (the other being Elthina) and then the Qunari ended up worsening the situation in Kirkwall they despised so much.

There's also that the qunari originally got into Kirkwall by claiming that they were waiting for a rescue ship. So the Viscount had no way of knowing that they were going to be permanent guests until after they were already within the walls.
