How can I recieve this quest? When I talk to the man at the kennels his name is highlighted in yellow yet he does not give me the quest for a hound. How do you make him give you the quest to first muzzle the dog then find the flower and then get a hound?

If you're HN, you already have that dog. If you're anyone else , you find a flower in the wilds (Daveth mentions it when you click on it), hand it to the kennel master, and I think after you leave Flemeth's Hut (I never ventured that far with any other character) you come across it again.
