as for Shep going rogue... it depends when ME3 opens up... judging from the DLC the reapers are just months away so they might be slowed, but they haven't slowed that much

If you are a fan of the series and want what could be the most relevant DLC to ME3, then yes.
If you are looking for something of a similar length to Lair of the Shadow Broker with just as much content, then no.

I'm a huge fan of this particular DLC, but I disagree if I am looking exclusively at the gameplay perspective. At most, you ended up with 45 minutes worth of material if you played on Normal. That really isn't much longer than the amount of time it took to accomplish all of the Firewalker missions, which were all free with the Cerberus Network. I can sympathize that there was a lot more dialogue and story going into this DLC than Firewalker, but the actual gameplay was VERY short. I think Overlord also took me twice as long the first time through as this one did and that was priced at 560 as well.
From the storyline perspective, I feel this is the only DLC you cannot ignore. Liara becoming the Shadow Broker is extremely important for the Mass Effect universe, but this particular DLC is going to be the most relevant to Mass Effect 3 in my opinion. Thus, I think it is a necessary DLC.

The main difference is that you talk to the Collector General instead of Harbinger if you do it before the suicide mission, but it's pretty much the same conversation. There might be some difference with the chat with Hackett at the end but I'm not sure on that one.

As far as I can tell, the only difference is that the hologram of Harbinger will be in the shape of the Collector General if you have not completed the game yet. If you did, the hologram will be in the shape of a Reaper.

Infiltrating the Batarian prison was something very different, and the battle for Object Rho was pretty unique. The Rite had a similar wave structure, but was far less intense.
The fact that you played most of it solo was a fairly new gamerplay aspect as well.
It's just a shame that there wasn't an interesting boss fight. Overlord and LotSB had two apiece.

I guess I meant in comparison to LOTSB which had the race sequence, and Overlord which had the awesome tron type level at the end. Arrival was standard in terms of no unique enemies, all mercs or mechs, just different approaches to killing them. The bot part was new, but it reminded me of the last chronicles of riddick game so it felt a little cheap and too short. The prison part was different how, because their were buttons to push? Apparently you can stealth it, but it still came down to turning corners and shooting enemies. in my opinion none of the gameplay was that interesting, but I guess that's just my opinion.
