I don't know if it's the OGB. Aside from not being cannon, the ogb is the god of...beauty. When he rises, it's probably going to be less 'POWER, MAGIC, REBIRTH OF THE TEVINTER EMPIERUM' and more "oh my god, lets have a flower festival!" or "I want to paint EVERYTHING"

I don't think that the ogb can have that much of an impact because, if you think about it, the ogb probably doesn't exist in many of our dao playthroughs, seeing as it is only one of four possible endings. It is something we may or may not choose to do, and therefore building a plot around it in the future would be rather difficult. Although, Ali/Logh could always have gone behind the Warden's back with Morrigan, seeing as you can still sacrifice someone/yourself but if you were in a romance Morrigan was still pregers.
That said, I personally think that Sandal simply is a lyrium-addled young dwarf and that and his youthful innocence are what allow him to see so clearly, if differently. Like the Oracles in the Greek myths who had the gift of foresight, but were mortal in every way. Simply blessed.
Which brings me to my own theory. The character that most closely resembles Sandal from what I've read is one named Errand/Eriond from David Eddings the Belgariad and the Mallorean series. Errand was a boy of undetermined age who was found one day wandering the streets. He had blond hair, blue eyes, and was utterly innocent. And he pretty much only said the word 'Errand' most of the time.
SPOILERS:
and then he turned out to be the one true god.
Although I doubt that Sandal is actually the Maker. I would guess that he would more likely end up as a disciple, or perhaps a spirit sharing Sandal's body, or something.
And I think the Veil will tear permanently. It's stretched enough as it is. That the elves once possessed the gift of magic and that the dwarves are said to be incapable of magic ONLY because they are so exposed to lyrium suggests that everyone probably did once have the ability, but it was lost for one reason or another. So everyone will either gain, or lose, their magic.
Although, who's to say that the one true god is supposed to be the Maker?
