the amount of emotions is never really a decision of the voice actor but a decision of the voice director or whatever the name of their supervisor is.

If you skip the option to sleep with him, you can return to him later to inform him of Ninette's death. This is optional, but you get an extra cutscene out of it.

Well, I think he's supposed to be the sort of stoic Gary Cooper-type as Shepard. I'm assuming that the devs want Shepard to be like that. Ergo, the amazingly flamboyant elf persona wouldn't quite fit with a tough military man like Shepard, but that's just my opinion. I thought he was quite different from Shepard as Tug in Leliana's Song too.

IMDB confirms. Damn. Apparently he did Hybris too. I knew he did some random voices in Jade Empire and a few other Bioware games, and I remember recognizing his voice a couple times in DA:O, but I never would have guessed Jethann.
