Keeping your dudes on hold position is very annoying in this game because you can't queue actions.
Keeping primarily ranged guys in Hold position doesn't prevent them from targeting and casting spells and abilities that are in range. They simply won't move to a more aggressive position to cast their spells or do their attacks. I've had Merrill do Petrify and Varric capitalize with Archer's Lance using Tactics while both were on Hold.
The most annoying thing about Hold command is that your Fighter/s won't pursue targets unless you manually command them to attack (which you should be doing anyway - the Tactics commands are crap for painting Staggers). As I already said, it's a toggle. You can turn it on and off at the push of a button. You don't have to go to a menu or anything. Just toggle it off when your Fighters are pursuing mobs, then back on when you want your Ranged guys to stay put.
Hold is a real-time modifier of Tactics and general AI behavior. It helps to think of it this way rather than as a game setting. You can't command Merrill or Anders to be Aggressive or Passive in real-time (which is a shame), but you can command them to move up or stay put depending on the Hold command issued.
