I'm not talking about magic and how templars and other people in Kirkwall seemed oblivious at times to magic use.
I'm talking about regular combat.
A few examples:
where I had to help Harrowmont escape by killing the carta members
- One guy would walk in between me and the carta member I was fighting. He would walk in between us a few times as if nothing was wrong.
at night in Hightown where I was ambushed by Athenril because I gave the money/goods to the kid
- there's a city guard member standing by the Blossoming Rose who tells me that the market is closed but he's oblivious to the combat
I guess Kirkwall must be a pretty violent place if people aren't fazed by violence.
minor problem I had with the game is how others were oblivious to combat

If you read the codex about Kirkwall and other things related to Kirkwall, and if you just listen around to your companions and people throughout the city, violence and crime is something on the norm in Kirkwall.
So, it could be a thing where if it is a commoner, then yes they could possibly try to ignore it (not if it's right in front of them) because they are so used to it.
As for the guards not attacking/helping, or even trying to generally get away from the combat does baffle me a bit, doesn't really affect my overall experience.
