You need to kill "guardsman pretender" mobs in Hightown at night until you initiate the quest.
It is in act 1.
I believe the quest with Feynriel in act 2 is called "Night Terrors".

From my experience, Night Lies takes longer to trigger than the other two gangs quests. The guardsmen pretenders stop spawning after a while but before giving you the quest, and you have to do more main-plot quests and then come back before more will spawn.
