Since you can't use them yourself die to targeting issues on Console versions of DA II, cam you set them up via Tactics and let the Companion's AI handle their use?
If so, what tactics would they each need?

Well, get the ability, then view tactics and you will see how the developers set them up.
As to whether they work, I don't know. I try to saty away from bugged material(s).

Nah, the tactics don't give you the option of who to redirect the threat to for goad. Even Aveline's "bodyguard" won't work if you set it up as a tactic since it has a dual effect. She activates it for herself but not on the target you applied the conditional to. So it seems tactics only mess up those things more.

Would this work?:
X fragile party member: being attacked OR Surrounded by X enemies: Armistice
Tank: Any: Goad

The armistice tactic should work. I use it manually though, since if you're not careful any enemies engaging your tank that get caught in the blast will abandon your tank to head who knows where.
The problem with goad is that it requires two targets, the AoE enemy target and the friendly redirect target. You can use the tactic you described, but you will be getting pretty random results as to where the enemies go. I've had Varric use it and enemies ran over to Merrill, who was outside the blast. Another time they did nothing. Another they went where I wanted. Yet another they went directly for Varric. I really hope they fix this, it has the potential to be incredibly useful if it were to work correctly.
