I think you need to post the specs of your PC

You barely meet the system requirements of PacMan. You need a new PC.

Both the processor and graphics card don't meet the requirements. The processor is a slow Celeron, which is not supported. You have an integrated graphics chipset while a dedicated card is required.

You computer is lower than the minimum requirement of DAII:
OS: Windows XP with SP3, Windows Vista with SP2, or Windows 7
CPU: Intel Core 2 Duo (or equivalent) running at 1.8 GHz or greater
CPU: AMD Athlon 64 X2 (or equivalent) running at 1.8 GHz or greater
RAM: 1 GB (1.5 GB Vista and Windows 7)
Video: ATI Radeon HD 2600 Pro 256 MB
Video: NVIDIA GeForce 7900 GS 256 MB cards
Disc Drive: DVD ROM drive required
Hard Drive: 7 GB
Sound: Direct X 9.0c Compatible Sound Card Windows Experience Index: 4.5

Your CPU has 1.6GHz single core which is 0.2Ghz to low and only one core when two is needed.
Your GPU isn't a separate card it's an onboard card which means it shares the RAM with the rest of the computer and it's a pretty slow graphic processor in it. According to nvidia it's comparable to the minimum graphic card however an onboard graphic card will probably give you a bit trouble quoted from Gorath Alpha: "Radeons numbered below n500, such as the HD 5450, HD 4350, and HD 3450 will similarly give you misery, and, of course, the Intel onboard Chipset Video Chips will do so as well (and, indeed, anyone's onboard Video is in that class)."

To put it simply your computer doesn't match the system requirement, I'm sorry but you'll need a better CPU and probably a better GPU.

Just to add in to the topic, the stuck in loading thing you experience could be because of a bug with single core CPU. It is addressed and fixed with the V1.01 patch. You can try download and install the patch to see if it cures your problem. But like others have said, your computer is below the minimum system requirement, so even you maybe able to run it now, it will still be very slow, or have other problems.

You can replace that last 'probably' with a certainly. I think his current IGP will have problems running most games from the previous generation.
