i just go the game 2 days ago and it hasnt told me what the stars are for when you look at weapons or items in your inventory. ive noticed that after a while they go down. is this because your lvl rises and the stars are based on how good it is for your current lvl?

The star is to tell you how powerful the weapon is in comparison to the level of the person equipping it, an average weapon for the level of the character would be 2 stars.

I find that the stars are really unreliable, especially for accessories, and the number of stars may vary from one item to another.
For the weapons and armor it's generally clear enough which item's superior based solely on the attack/defense and buffs. However, for accessories, the game can't seem to decide whether a ring that does "+3% physical damage" deserves 0 stars or 4 stars. I'll have 2 rings that do the same thing, with different star ratings; or 2 rings, one gives more than the other, and the one giving less is rated higher.
These are the ratings given on the inventory screen for Marian Hawke, a Level 23 archer rogue in Act 3.
For example, I have a 1-star "Ornate Ring" that gives "+2 mana/stamina regeneration rate" and another 0-star "Ornate Ring" that gives "+9 mana/stamina, +2 mana/stamina regeneration rate". Clearly the 0-star ring is superior, but the game gives it a lower star rating, implying it's inferior.
Another example, I've got a 4-star "Ornate Rogue's Belt" that gives "+4 fortitude", while my 3-star "Rock Band" gives "+1 armor, +8 fortitude". Rock band offers more than double the buffs of the Ornate rogue's belt, but somehow the game rates the rogue's belt as superior equipment?
This is definitely a bug that I'd want to see fixed in the next patch.

Yeah it's been a little off for me too, I can assume either it is in fact a bug or simply programmed incorrectly or that the game try to take into account what material the item is made from, even tho it doesn't tell you what it's made of most times. Does your 0 star with better stats sell for more than the inferior 1 star? Maybe it's taking price into account.

Yes it does. The 0-star Ornate Ring sells for 23/18, while the 1-star sells for 16/48, so it's not taking price into account when rating these items.
Likewise, the Rock Band is worth 68/32 and the Ornate Rogue's Belt is worth 19/87 .
In both cases, the better accessory sells for more that the one with more stars.

Only other thing I can think of besides the star systems being improperly coded for some items is the "level" of the item, even though they aren't given levels, they may have some unlisted level that is determining the stars.
