Mostly because it is slow, boring, and tedious, and nobody wants to play a turn based game.
On topic: For the love of god I'd like something like
Enemy -> Unforgiving Chain fully built -> Yes -> Explosive Strike
Enemy -> Unforgiving Chain fully built -> No -> Stop wasting explosive strike!

I find the game way more fun when played fluidly and only rarely pausing. I can appreciate both ways, but after I beat it with careful and meticulous execution with having nearly no tactics on, I couldn't do that the same way again really. On some encounters I actually did better, on some encounters I did worse. The one huge thing about playing through it the "fast" way is that it is quick to die, reload and go at it again if you make a mistake. I found that I spent a ridiculous amount of time pondering my next move(s) while pausing often, making for example the add-phases on High Dragon take very long (Much longer than the rest of the fight).Maclimes wrote...

By setting up 10-15 excellent tactics, you very rarely need to do a lot of micro. Obviously you'll still need to reposition but you can do that without pausing. I also have to say that I'm left with a good feeling about beating the game on Nightmare with minimal pausing - it makes me feel good about the amount of time and thought I put into tactics.

Enemy->Lowest Health->Attack
Primarily because that tactic is meant for him to help the warriors/etc finish enemies rather than : hey, there's a guy wailing on you. maybe you should do something about that!
Stealth and Evade tactics are generally set for 2+ mobs on him, so when the boss comes running at him (gained aggro even though Fenris/Ave. were pounding on the boss) it's kite time...
I think the chain one is the more serious missing piece. They added this combat feature for rogues, but there's no tactics added to deal with it.
As well, I also wouldn't mind an option 3rd level to tactics. Build the chain, but if an explosive strike could just as well kill the boss/elite at 50% as at 100%, then go for it.
oh... and:
Enemy-> Mage using barrier -> Stand beside the mage until the barrier drops ->Assassinate
- This one is sometimes important due to the mages having a brief period of time to be attacked before they move. Usually this is needed at the end of the fight when everyone else is gone and the stupid mage is hanging around. Everyone wanders away since they can't actually attack yet.
But yeah... especially for nightmare/Fenris/2H Hawke
Fenris-> Swinging wildly -> Don't hug Him!

I'd love to have that for goad. Hell it could work for Glyph of Repulsion and whatnot as well.
