I theorize that City Elves in this world have been cooped up in their prisons... ahem... I mean slums so long, that they may have lost any natural extra dexterity they might have once had, being forced to evolutionarily adapt away from Dexterity in favor of Willpower for extra stamina vs their hard, harsh lives.

I know it's not a racial thing because elven warriors start with 12 willpower. Those 2 points would be better served somewhere else. Like DEX!! Why such a high willpower? Human rogues don't start that high either, so it's not a all Rogue thing. Why hamstring elves in a class that they should be especialy well suited for?

I wouldn't fret, looking at the levelling progress on Priestleys character, 14 willpower is nothing. The stats are going as high as 60 or 80 as far as I remember so 14 willpower will be pretty low if you don't keep topping it up. In short I hardly think you'll notice it once you're an hour or so in.
