Hardly. The letter you receive in Act II shows him moaning about how he doesn't have any glorious deeds to do, and how he still blames Hawke for everything ("In case you forgot it's your fault I'm stuck here." or something similar).
Don't get me wrong, I'd be pretty frustrated too, but blaming your fate on the sibling who risked everything while dragging you through the Deep Roads to find Grey Wardens and thus save your life, is the kind of behavior I expect from a thirteen year old.
You might want to re-read that letter: Carver's not upset because there are no glorious things to do, he's saying that the Warden life can be downright scary and it's nothing like the tales. So it's basically like taking a job at the CIA only finding out it's a desk job, just with darkspawn. I saw his "it's your fault this happened" akin to the line where Leandra blames you for Bethany's death, he's just frustrated and it makes him feel a bit better, it's not actually true.
Another point touched on was the lack of lore, but I find that's just part of the character: Carver (if he lives, so Hawke is a mage), has few, if any, friends (limited to a roll in the hay with Peaches), and can't do well at anything lest he bring attention to the three hiding apostates. In contrast to his character, who wants to achieve, he's going to hate it, and not care. Bethany was sheltered, everyone worked to keep her safe, and liked to go out and pretend to be normal since that's what she wanted. So she made friends easily.
