Man, this argument has been had and dealt with. They might have fit in, we'll never know.  This thread has now become a haven for trolls. I recommend it be locked.

It seems to me that Dr. Kenson character, as an Alliance covert operative, was originally supposed to be the Virmire Survivor. It was hinted that the Survivor was on a classified mission, we later understand that it was related to Horizon but that doesn't mean that he/she couldn't work under cover for the Alliance for other assignments.

Given the doctor is endoctrinated, it's possible that they preferred creating a whole new character that could be sacrificed instead of using a known figure who could have an important role in ME3.
