Keep getting an error that says that the game is not installed and must be installed:
Arrival Requires Mass Effect 2 to be installed first.

Please Install Mass Effect 2 and try again.

I've never had this problem with past ME2 DLC (have Overlord, Shadowbroker, Kasumi, etc...).

Anyone know how to fix this?

I'm having the same problem, but with all DLC for ME2. I had no problem registering for the content with my Steam code, downloaded the .exe files, but getting an error when I try to install them: "Mass Effect 2 does not appear to be installed. Please install the game, and try again." What's the deal?

Figured it out, per this thread: http://social.biowar.../index/834445/1

In short:
1. Exit Steam and ME2
2. Run Steam as an administrator
3. Find the ME2 launcher in your Steamapps folder and run it as an administrator
4. Run your DLC installer file as an administrator
5. When you get the error that ME2 is still running, close the installer and the ME2 launcher
6. Re-run the DLC installer as an administrator
7. Voila!
