She's Naomi Hunter. Not sure if she was originally in the other Metal Gear Solid as the same character.
Believe or not, but she is Emma Emmerich in MGS2. She was awesome Naomi Hunter, but I can't stand her as Shepard. I don't blame her, I blame the person who was directing voice-actors. Actors do what they are told to do, and for some reason Hale was told to act like a zombie.

Personally I prefer Mark Meer's Commander Shepard to Jennefier Hale's. Now before everyone goes into an uproar over my opinion ( I know I'm in the minority ) I like Jennifer Hale, I think she is an amazing VA ( her work with Naomi Hunter in Metal Gear ranks as some of best VA work I have ever heard ) I just don't like her female Shepard. To me female Sheaprd sounds very bored or uninterested most of the time and there is just somthing about the one tone/pitch of voice she uses that sounds a bit off, I just don't get the impression that female Shepard really cares about anything at all ( besides flirting with Jacob but I'm not going to go there right now ). The 1 good thing about the delivery of her lines in the ME games is that the transition from Nuetral to Paragon/Renegade dialogue choices sounds more seemless than Marks Meer's.
I like Mark Meer's Commander Shepard the delevery of the dialogue sounds right, the voice isn't too deep or overly macho and yet it is suitably heroic, there is also the right amount of energy and emotion in most if not all of his lines. The main problem with male Shepard is 1 minute he will be saying somthing that has bene heavly scripted and the dialogue more or less has a nuetral tone and then all of a sudden the dialogue wheel pops up and you have a Paragon choice and a Renegade choice, pick the Paragon choice and Shepard immidiatly sounds like a p***y, pick the Renegade one and it sounds like someone just shoved a red hot poker up Shepards ass. The shift in tone is jarring and it could have and should have been done better.

I don't know? Female Shepard has a very vocal and passionate fanbase and for the first year that I spent on this forum almost everyone I encountered said that Jennifer hale was a better VA than Mark Meer. I just felt like my opinion was in the minority.

more about 65% actually, which makes a great difference (femshep are not 1/4 of the maleshep but a little more thant 1/2) and I don't think the majority of the maleshep plays him because his voice acting is superior.
I myself prefer Hale's VA but I don't know if she's superior or not to Meer.
