It's like the rule is: kid is bullying another kid, do nothing. But if the bully gets attacked, then step in. Now act like an idiot an ask "Who started the fight".
Schools need teachers that actually give a damn about their job as a guide to the kids they teach, and the kids that act as bullies should be sent to Juvie.

I had to take matters into my own hands and finally beat the guy up (I more or less snapped from the abuse). Never bothered me again after that and I got respect from other people for doing it. I didn't like what I did however but in the end no ne was willing to help solve the problem.

But if your brother is having trouble with bullying, his best move would be to send the bully home with a black eye and a split lip. Call it mean, confrontational, etc.. but it will get the job done better than any other option. Getting the teachers to stand up for you is just fuel for the bullies. Talking back to the bullies will more likely continue the situation then end it. Don't worry about the possibility of injuries either, as most of those bullies are weaklings anyway.
Here is an example for you: Several years ago, when I was in middle school, this kid would sit there and give me lip for countless hours. He was a relatively small, frail kid. One day, I finally lost my temper with him. So, in class I picked him up and shook him violently while screaming at him.
Never gave me problems again.

My brother himself isn't as strong as most people.
Rats. That incident was in 7th grade, and I was 5'11" and 180 lbs in 7th grade.
But if he doesn't have strength, he can still fight. He must go for quick jabs to the face, preferably nose+mouth area. If he wants bullies to leave him alone, he MUST cause some sort of physical or psychological harm to a bully. However, he must not be too underhanded or sneaky about it, as this will attract others to continue where the injured bully left off.
Tell him fight one of the bullies. He shouldn't try to make a show (that's what the bullies are doing), he should try to leave the bastard in pain whether he wins or loses. If the bully has to ice his face for several hours, he may be a bit more reluctant to start with your brother.

Depends on what grade he's in. A senior in highschool? ok, maybe, when someone really big can put a dent in your face. If he's in grade school, I say go for it. It's part of growing up. There are times when not standing up for yourself makes things worse in the long run. You are with the same bunch of kids for years when going through school, and once a reputation is 'earned', it's hard to shake it. My nephew is going through this too, and already he's been in a couple fights.
