What is the incremental circle that appears around the crossed swords next to the enemy health bar.
Once complete it turns to a shield and then flashes.
What does all that mean?
Question regarding enemy status.

It's the something chain ability in the dual daggers rogue tree (or Sebastian's companion tree for his bow).

Ahhhhh, ok ok now I'm understanding.
Because as I am slashing away with Issy it's doing no damage but then when I break it, plop a big chunk of health is taken from them.
I think that's what I am seeing anyway.

The circle you're seeing is composed of 10 bars with each basic attack adding one bar. Unforgiving chain will provide 2% additional crit chance every link to a maximum of 20%. Explosive Strike takes advantage of Unforgiving Chain and its damage is scaled by it. Every ability the rogue uses will reset Unforgiving Chain.
If a shield appears next to the health bar the enemy is resistant or immune to that damage type. If the health bar flashes white you scored a critical hit. I don't think there's any connection between what you're describing.
