I've noticed that once I gave Hawke any Bow, once equipped they seemed to have additional buffs. I believe it was a constant +10 Ice damage. Regardless of the weapon, the buff always seems to be the same.

I think the companions have a similar "problem", atleast I remember seeing it with Anders. His was something like +4 (maybe again) Ice damage.

While clearly not a game breaking glitch, I'd prefer not having unearned extra buffs. I can't seem to think of anything that might cause it, like runes or something.

Was one of your mages using Elemental Weapons?

This does seem to be Elemental Weapons, the buff will depend on whatever staff the mage who has cast the spell has, so if he has a cold staff everyone will have additional cold damage.
