Let me first say I appreciated both of them as characters.
With that said, I always thought Sovereign's writing and acting was a cut higher than Harbinger's.

Put another way....
The Reapers think of themselves as gods. I've never believed they were gods at any point in either game. However, Sovereign can instill you with just a little bit of doubt about that. Harbinger, not as much.

I really like the ending dialogue with Harbinger at the Arrival DLC.
"Shepard. You have become an annoyance. This seems as a victory to you. A star system sacrificed. Even now your greatest civilizations are doomed to fall. Your leaders will beg to serve us. Know this as you die in vain: your species will fall. Prepare yourselves for the arrival."
That is so intense and awesome. I only wished that Bioware made it a lot longer. Like the dialogue with Sovereign in ME1.

I totally agree with the OP... Sovereign's dialog, voice, the bass, the background music... it just blew my mind and it made Mass Effect an instant favorite of mine.
Harbinger's voice is weaksauce plus the trash talk is just cheap for a creature of such significance.
A fix for both the dialog and voice would be my biggest wish for the final installment.
