Hi!

I bought a DA:O But the game arrive me open & the Store dont can refund my money.

This game was a present for a dear person.

Exist anyway to know the Shale & Blood Dragon code are used?

First question: did you order the game new or used?

If new, you should have codes for the dlc. But whether the original expiry date still applies I do not profess to know.

If used, then you always risk receiving a copy of the game with codes already used.

Secondly: did you open a sealed game? or was it already opened when you received it?

If officially sealed, then it should be new. If shop sealed, it could be new but is not a 100% guaranteed to be so.

Thirdly: are you saying (writing) that the codes are used?

If so it would suggest that you received a used copy of the game.

The main thing is whether you received what you ordered. If you ordered new then you will have to contact EA support to explain the situation (probably with appropriate evidence of your purchase) and see if they will give you the codes for the dlc.
