just wondering if there is a way to make a tatic so either one will proc there chain when it's at max or is there no way to control it?
is there a way to do a tatic to proc seb/isbella chain?

Its MMO slang for basically something that activates without input (i.e. 50% chance to proc stagger on 2H war crits).
As for the OP, I don't think you can make a tactic to force them to Merciless Strike/Wounding arrow once they've got 10 hits/shots in. You'd have to manually control it otherwise putting that into a tactic would just make them fire it once the conditions are met.

Hmmm...if it doesn't matter if you hit more than 10 times, you can just target tactics for high level enemeys and jump to tactic...i think
1. Enemy-elite or higher- jump to tactic
2. Enemy-health <50-Merciless Strike/Wounding arrow
3. Hawke-attacking ????- attack
Maybe this would work if you control Hawke and let them focus on every elite enemy you are dealing with or more tactics for the enemy you are attacking probably with large life...dunno

I wish there was a tactic that would account for # of chain hits before using a finishing move like explosive strike or the arrow attacks too. There isn't a way that I found out so far

A modder might be able to do it without a BW patch with some sort of advanced tactics mod. I'm sure theres some way to track the number of chains accumulated since the game does it with a visual cue.

I set enemy:any-attack on Isabela and Sebastian, when I noticed that they would sometimes just stand there and not attack. I noticed that It made their chains go longer, and it would often max it out

Without a toolset? Impossible. To do something like that you need to have the possibilty of modifying the scripts with the includes.
