In what way and why should the British care anyway? The rest of world should only concern them in so far as it effects them. If that "****ed over" aspect doesn't hurt Britain then it isn't anything they need to worry about.

Balance of power. Simple.
No race in ME2 is more powerful than a group of other races. Asari have the economic power. Salarians have the best intelligence and unconventional warfare capabilities. Turians have the best straight-up navy, although the humans are expanding quickly.
Ultimately, no race in ME2 can really rule the entire galaxy. The humans don't have the economic power to maintain control over the entire galaxy. The Turian fleet is powerful, however, they took major damage at the Battle of the Citadel. The major limiting factor for galactic hegemony isn't the size of the military -- it's the ability to maintain such a huge military. That's why the Turians haven't taken over everything - they need trade with the Asari to bankroll that fleet.
Humanity, in ME2, is not yet ready to control the entire galaxy. Knocking off the council and replacing it with a human council isn't a stable equilibrium. It only worked because major races were weakened by Sovereign's attack. In the ME universe, humanity is growing rapidly and expanding colonies. However, we don't have the economic base to seriously take on the Turian Hierarchy (ultimately, we'd be fighting the Turians, bankrolled by the Asari Republics).

Disappointed there are no true heroes? Let me just tell you this. There are NO true heroes. Heroism is only a matter of perspective. If you get somebody trying to be some type of messiah you will only get a fraud at best the anti-christ at worst.
