I just completely uninstalled the ATI drivers using their uninstaller and rebooted. I had the intention of re-installing them to continue troubleshooting why DA keeps locking up.

Anywho...I forgot to re-install and ran the game. I realized as it was loading that I didn't install any drivers, so I expected it to freak out. However... it did not.

In fact, now it's playing more stable than before. I even re-enabled DX11, high-res textures, max quality, 4x AA, etc. No performance issues or low frame-rates...

I checked my device manager and found that it reverted back to 11.2 (I was at 11.4 before). But this time it's just using the Microsoft certified driver, and the ATI "control center" or any other ATI software are gone.

Latest drivers are 11.3 (released on the 29th) there is no 11.4 (they weren't beta were they)... however I do agree that 11.2 is completely stable, everything maxed DX 11 hi res textures all works well .
