I personally like Aura of Pain. I use it as a manual way to get myself down to 50% health to take advantage of the Blood Frenzy and Sacrificial Frenzy. I also have Aveline setup to put Bodyguard on me at 50% health. It is a risky move, but I only play on Hard mode. Nightmare makes me not enjoy the game. lol
But this is coming from someone who likes the Warrior class least, and the Mage class most.
I'm not sure about the Attack % issue. My 19 War w/ Heroic Aura and 50 STR is capped at 100% Atk, and that is with no equipment providing any Attack. I am assuming then that you do not run with a Mage for buffs?

The most important thing to realize is it doesn't interrupt attack animation, it's an independently applied instant buff (refer to this video for an example of its proper use). The application delay is due to nominal talent cooldown only. Thus, it's not a pre-buff, it's a mid-combat buff. Practically, it can mean a permanent +64% damage. That said, if you don't use pause (or don't use pause often), then yes -- this skill is worthless and definitely not worth upgrading.
