Is it possible to change the hair color of an NPC (Lelina specifically) without morphing a whole new head. (Besides, morphing new heads seems to be a PC character only thing anyway.)

Yes.
You can extract and then load Leliana's head shape file into the toolset (the file is named "hf_genfl_leliana.mor")
Once loaded, seek the hair colour variable in "morph_tintfilenames" section, and replace it with the one you want the character to use. Looks for entries which start with "t3_har_" for hair and "t1_stb_" for eyebrows, if i remember right.
When you're done editing, save the file in \\BioWare\\Dragon Age\\packages\\core\\override\\ folder in your Documents folder.

How do you load a mor-file as morph into the toolset? As far as I know you need the mrh file.

You can use Open File command from the File menu to load it. It won't be loaded into the morph editor but rather as plain table of data, but that's enough to change thing like hair colour.
Talian, the default faces are stored in file "face.erf" in packages\\core\\data folder in main Dragon Age directory.
