Im now to go to arishok and do the final events of act 2 and didnt still get gang bases for lowtown and docks.
Thing is i dont get attacked at all there , checked every corner reloaded /reenetered several times and nothing.
checked wiki no info on bugs ... v angry i am!

Yes, it happens a lot, actually. The quests are a bit buggy, the gangs just stop to spawn... Honestly, it's not a big issue, but I know I was annoyed by it during my playthrough, too.

I never had a problem with getting them. You have to leave and re-enter the areas to get more respawns.

I found I had to move into some of the level corners to force an archer or scrub to spawn.
The only quest that I seemed to bug out was the ACT 3 one that talks about rescuing some from bandits on the wounded coast, there is a bandit leader present but I can't interact with him and running around him doesn't seem to trigger anything.
On a complete unrelated note, has anyone managed to hit lvl 20 before fighting the Arishok. I'm guessing it is possible since I was a decent ways through 19 when I fought him.
