Specifically, I want to know if anyone has every created a mod that would allow me to play a half-drow in the Official campaign. I know they exist for MotB, but I would like to use the same character for all campaigns. Any links or info would be appreciated.
Are there character creation mods for official campaign?

No mod is necessary. The added races are not campaign specific. You should be able to play a half drow in the OC as long as you have MotB loaded.
