Is the start of Act II too late to start a Fenris rivalry?

 ...and still keep him?

I just got into Act II and he is pretty much neutral right now.

There really isn't much info on how to annoy him in Act II but my impression is that the pro mage quests kind of dry up there and there are some anti-slavery quests that actually would gain friendship instead. 

I still want to stay true to character so I won't help slavers or demons, but I am a mage and I'd stand by Merrill and Anders.

Helping slavers and helping mages would generally annoy him.

btw you will have missed so much rivalry from act 1 alone? It'll be hard unless you are on the PC, then you can just use console commands.

When you are ambushed by slavers in act 2, don't go after Hadriana right away. You will be able to continue the quest later and net a lot of rivalry for waiting. During the quest with Hadriana and the dialogue after there are also many opportunities to gain rivalry, it will be obvious what you need to do. You can easily max him out by act 3.

You don't have to help slavers, but if you run into a slaver and pick the option that basically says "I just want to talk" or "we can work out a deal", you will likely get rivalry.  

You still get to kick their asses anyway, I just think of it as trying to be careful before launching into violence. Fenris hates it if you do anything other than engage in immediate battle with them.
