I have played through the game once before and just finish the part where Mother Patrice is killed.  The only quest left a "herbalist task" and I can't get in the Qunari compound.  The guy at the door tells me to leave the city.

Way earlier in the game I used the -enabledevelperconsole to get gold.  (after finishing the game once I figured I could do it without being broke the whole time this game).  Is this why I can't finish ACT II and fight the Arishok?

Is this not the part where you go home to talk to Isabela and Aveline?

Fredvdp is right go back to the Estate and you'll get a conversation with Averline and Isabella when you are finished you'll be transported to see the Arishock for a chat.
