You keep a tool in a toolshed because haphazard use can ruin its potential usefulness.  And
until there is a need for the tool, there is no reason to brandish it
about, wasting its functionality for no reason.  The slave complexes, in
essence, toolsheds for slaves.  One can make the premise that slaves are
people, and not just tools to used by their craftsmen.  But the fact that the only
people who say that in the Imperium are slaves.... Well, it is highly doubtful
that the sentiment will ever change.  Especially when slaves are rioting because they feel slighted.

The bolded portion is the justification used to suppress "innocent" mages.  Mages have the power to kill many, many people.  Either by their own actions, or by their inability to prevent a demon from taking their body.  The Chantry and the Templars have the power to prevent the vast majority of people from dying at the hands of magic.  They use that power because if they don't, they would be responsible for those deaths.

You keep a gun in a lockbox because a gun can dangerous to others.  And until there is a need for the gun, there is no reason to brandish it about, creating dangerous situations for no reason.  The Circles are, in essence, lockboxes for mages.  One can make the premise that mages are people, and not just weapons of magic.  But the fact that the only people who say that in Thedas are mages.... Well, it is highly doubtful that the sentiment will ever change.  Especially when mages are blowing up Chantries because they feel slighted.

Amazing, did you ever finish  the quest where a woman ask to to help X mage and that her sister was made tranquil by force? /slap go back to your cave, did you also miss the templar reason for helping mages? /slap again.

The mage that destroyed the excuse of a chantry was not a circle mage and yet the circle had to paid for it.. double slap.

Neither my mage nor any of my companions mages were killing pessants in kirwall, I guess this mages knew when to actually use their weapons. /murder knife.
