Any idea if this can be done?

For example, to remove the Two-Handed Weapon requirement on the Scythe ability so a rogue can use it.

I've tried several of the mods on DANexus like No Restrictions and Total Freedom but still it does not work.

If I recall, that is one of the skills that are tied to two hander animations. if you give yourself the skill, and equip a 2 hander, it should work. I doubt you will get it to work with any other weapon type any time soon.
