 Do the chances stack? Both weapons have 25% chance in slowing enemy movement and attack speed.

I believe each weapon hit has it own 25% chance. So if The Low Blade is in the right hand, and Carta's Left Hand in the left. When u strikes with the right there is a 25% chance, and when u strike with the left there's also a 25% chance.

The question is not that but whether the effect itself stacks.

edit: oh it was apparently the question but I'm still intrigued.
