How well does Fenris perform as a Tank in Hard (even on encounters like the High Dragon)?
How necessary are Rogues? Any important loot from chests?
I wam interested to use Fenris for easy staggers and to use britte from my mages.
I want to use me (Mage) and Merrill definitely (we both have Stagger using spells and Brittle inducing ones) but I dunno if to keep Aveline instead (can still Stagger) or use them both and drop the Rogue spot.

Fenris will do perfectly fine on Hard difficulty.
CCC is not everything. Rogues are best at just doing consistent damage and keeping at least one (usually Varric) is best.
Keeping two mages both set to use Chain Lightning on a STAGGERED target is a bad idea.
Consider: Fenris STAGGERS a target or a group, both mages cast Chain Lightning, the first Chain Lightning that hits consumes the STAGGERED effect and the second deals normal damage.
It's not very effective in that respect to have overlapping CCC abilities unless you micro-manage everything.
If you keep Aveline definitely use a rogue with upgraded Fatigue Fog.

I found it easier to set up lots of STAGGERS with Fenris using Sunder, rather than Aveline.
If you are using Varric as your Rogue, get Fatiguing Fog / overpowering fog and he can set up disorients for Hawke and Merril to cast DISORIENT CCC spells.
Disorienting Shot is bugged, but if that gets fixed with the next patch, it would be another option. Also, Varric's Punishing Lance does lots of damage vs. multiple BRITTLE targets if they are standing in a row.
