I started a new playthrough and wen to visit Merrill. I don't see the Eluvian in her house, my question is that a bug or do I not see it until later? In my previous playthrough the mirrow was there but in Act 3 after a certain quest to get a tool for the mirror there was a cutscene about the mirror yet the mirror wasn't in the room.

Sounds like a bug to me. I noticed immediately the first time I visited Merrill that she had the Eluvian.

She doesn't have it there in Act 1. It's not there until Act 2.
